Overview articles are intended to be of solid technical depth and lasting value and should provide advanced readers with a thorough overview of a field of interest. Overview articles are technically more thorough than tutorials, which are intended for readers with little background in a given field and are published in the IEEE Signal Processing Magazine. Overview articles can be viewed as similar in depth to articles published in the Proceedings of IEEE. Overview articles are expected to be longer than regular articles in the Transactions; their length is allowed to be as much as double the length of a regular submission.
Overview articles will be published in the following Transactions:
In order to limit interference with the publication of regular manuscripts in the above four Transactions, each of these journals is limited to publishing at most one Overview Article per quarter and at most four Overview Articles per year. Accordingly, each EiC will not approve the publication of more than four overview articles per year.
Authors interested in submitting overview articles are required to consult first with the Editor-in-Chief of their Transactions of choice before submitting a white paper proposal. White papers are limited to 2-pages and should motivate the topic, justify the proposal, and include a list of relevant bibliography including any available tutorial or overview articles related to the subject matter. The authors should also attach IEEE-style bios. White paper proposals should be submitted directly to the Editor-in-Chief.
The EiC forwards the white paper proposal to the Overview Editorial Board. The responsibility of the board members is to provide to the EiC feedback on the topic, its timeliness, relevance, and on the qualification of the authors.
The Overview Editorial Board is composed of experts that have been nominated by the EiCs of the Transactions. Each Transactions EiC appoints four experts to an initial term of no more than three years. After their initial term, any of these experts may be extended up to one additional year for exemplary service. The experts serving on the Overview Editorial Board can be selected by the EiCs from the pool of current AEs (preferably senior AEs) or can be experts from outside the editorial board of their Transactions. Any member of the Overview Editorial Board can provide feedback on any white-paper submission.
Based on the feedback received from the Overview Editorial Board, the EiC either discourages the author(s) from submitting a full-fledged manuscript or encourages submission of a full manuscript within a three-month window through Manuscript Central. The official submission date of the manuscript is counted from the time the full manuscript is submitted to the Transactions. As a result of the feedback from the Overview Editorial Board, the EiC may determine that the Overview Article is more suitable to some other Transactions and may contact the EiC of that Transactions.
Once the full manuscript is submitted, the submission is handled by the Editor-in-Chief who assigns an Associate Editor from the editorial board of the relevant Transactions. All overview articles are subjected to the same rigorous review process as all other regular submissions. It is strongly recommended that this review process should be tightly controlled by the Editor-in-Chief and the Associate Editor to run quickly and efficiently so that overview articles can create the largest citation impact possible. It is expected that the time from submission to publication of accepted Overview Articles will not to exceed one year.
