Mission Statement
Activities of the Technical Committee on DISPS
- two meetings per year
- one in the Spring at the Int. Conf. on Acoustics, Speech, and Signal Processing (ICASSP)
- one in Fall at the Signal Processing Systems (SiPS) Workshop
- nominations for Signal Processing Society awards
- review of papers for ICASSP and SiPS
- organization of the annual SiPS Workshop
- representation of the technical Committee in various Signal Processing Society bodies, e.g. Conference Board and Education Committee.
Membership
Approved during TC meeting in Los Angeles on October 5, 1989
Amended and modified during the TC meeting in San Francisco on November 1, 1996
- Total membership of the committee is restricted to 32.
- Members are appointed for a period of four years, renewable with at most one period (maximum service time is hence set to eight years).
- Under special circumstances, a member might get appointed for a third period of four years. Such an extension has to be approved by a 2/3 majority of the committee. An example of a special circumstance is the assumption of the position of committee chairperson.
- The candidates for new members are nominated by at least two members of the committee. The nominators provide a short biography of the candidate listing the educational and professional background and the areas of interest. The biography is distributed to all members, who can pass their comments regarding the candidate to the Committee Chairman. Candidate members should have demonstrated experience and/or leadership in the field of signal processing system design or implementation.
- A ballot vote containing the names of prospective members will be distributed electronically to the committee. Each member can vote for as many candidates as the number of vacant slots. A valid vote requires at least half of the committee members to vote (i.e. a quorum of 17). The nominating information should be circulated to the membership with the voting ballot.
- Present members who during the last two years have not participated in any form of activities of the committee will be removed from the membership list.
- Renewal of membership for a second period is automatic upon request of the member and approval from the committee chairperson (based on committee activity of the member). No new vote is required.
Advisory Committee on DISPS
Approved during the TC meeting in San Francisco on November 1, 1996
- A retiring member of the committee is invited to become member of the DISPS advisory committee.
- Membership of the advisory committee has neither numerical nor time limits.
- Members of this committee do not have voting rights, yet are encouraged to participate in society and committee affairs, such as attending committee meetings, awards affairs, paper reviews, etc.
- To have proper input in the committee affairs, the advisory committee members will be cc-ed on all committee mailings, and will be invited to all committee meetings.
Chair Election Policy
Approved during TC meeting in Los Angeles on October 5, 1989
- Chair is elected for a single term of two years
- The election of new chair has to take place approximately six months before the term expires
- The election is organized by a subcommittee consisting of former and present chairs
- Any member of the committee who volunteers or is proposed by other members and agrees to serve becomes a candidate
- The election is by secret ballot during the committee meeting; the absent members may send their ballots to the subcommittee before the meeting
- If none of the candidates receives more than 50% of the votes, the vote is repeated for the top two candidates
- For the election to be valid, at least half of the committee members have to vote
Awards Nomination Policy
Approved during TC meeting in Los Angeles on October 5, 1989
- The candidates for nominations are identified by three subcommittees: Subcommittee for the Society Award and the Meritorious Service Award, which consists of former and present Technical Committee chairs, Subcommittee for the Technical Achievement Award, which consists of former recipients of the award and the Technical Committee chair, and Subcommittee for the Paper and Senior Awards, which consists of all the past and present associate editors of ASSP Transactions in the VLSI S.P. area.
- The members of the Technical Committee assist the subcommittees in the selection process by providing names of potential candidates.
- The subcommittees send the selected names of candidates, with brief justifications, to the Technical Committee members. The subcommittees may propose none, one, or more than one candidate for a given award.
- The final selection of a single nomination for each of the awards is done by vote during the next committee meeting.
