Approved Bylaws


This document contains the bylaws for the IEEE Signal Processing Society (SPS) Standing Committee on Industry DSP (henceforth, "the committee").

1  Voting:

A valid vote requires a quorum, defined as half (rounded up) of the current active membership. Votes may be taken in person at the annual ITT (Industry Technology Track) committee meeting at ICASSP, or by e-mail. E-mail votes require at least a 5-working-day lead time.

2  Membership:

2.1 New Members

New Members are admitted by a majority vote, as discussed in Section 1. New Members are not restricted to workers in industry, since new fields may have limited industry involvement. However, industry involvement by Members is strongly encouraged.

2.2 Active Members

Active Members are defined as those who contribute to the operation of the committee. Examples of such contributions include, but are not limited to

  • On-time paper reviewing for ICASSP or special issues of IEEE SPS publications featuring the committee (unless other arrangements are made with the chair prior to the review deadline).
  • Authoring of significant content for IEEE SPS publications featuring the committee.
  • Recruitment of committee volunteers who perform the roles of Active Members as listed here.

2.3 Inactive Members

Inactive Members do not have voting privileges, and are not listed in the IEEE committee membership register.

A current member may be transitioned to Inactive status at this discretion of the committee chair, if active membership (as defined in Section 2.2) is not maintained for two consecutive years. The chair will alert the Inactive Member of the change in status, giving that person the opportunity to respond.

2.4 Members Elect and Term limits

Membership term begins January 1 following election. An elected member is considered a Member Elect with voting privileges from the time of the vote until the start of the term as Member. Duration of membership is limited to 4 consecutive years starting from the beginning of the membership term. A Member whose term has expired may not be considered for membership for a period of one year following. There is no limit to the number of non-consecutive terms that a Member may hold.

2.5 Advisory Committee

An active Member whose term expires is invited to become a member of the IDSP Advisory Committee. Members of the IDSP Advisory Committee do not have voting rights, yet are encouraged to participate in society and committee affairs, such as attending committee meetings, discussions, paper reviews, etc. To have proper input in committee affairs, the Advisory Committee members will be cc-ed on all committee mailings, and will be invited to all committee meetings.

3  Committee governance:

3.1 Chair

Candidates for Chair are nominated by the membership, and must pass a vote, as defined in Section 1. The Chair may hold the position for as many as two years, consecutively. There is no limit to the number of non-consecutive terms that the Chair may hold.

The Chair is responsible for ensuring that ITT deadlines for ICASSP are met and for reviewing the active membership. Other tasks that arise should be assigned by the chair.

The Chair’s term begins on January 1 and ends on December 31.

The IDSP Chair who oversees the paper review and session assignment process serves as ITT Chair for ICASSP.

3.2 Secretary

Candidates for Secretary are nominated by the membership, and must pass a vote, as defined in Section 1. The Secretary may hold the position for as many as two years, consecutively. There is no limit to the number of non-consecutive terms that the Secretary may hold.

The Secretary is responsible for the committee web site.

The Secretary’s term begins on January 1 and ends on December 31.

3.3 New positions

New positions may be added to this list if needed for effective governance of the committee. New positions must pass a membership vote, as defined in Section 1.

4  Changes to bylaws

Changes to this document must pass a membership vote, as defined in Section 1. Bylaws must be distributed to the membership, both active and inactive/emeritus, and may be posted on the web site.
