1998 ICASSP Meeting, May 14, Seattle. Minutes of MMSP TC at ICASSP'98 Seattle, Thursday, May 14, 1998 Prepared by: Reha Civanlar New Business: 1. Election of the new TC members is postponed due to limited number of candidates and late submission of information about them. 2. M. R. Civanlar requested MMSP TC's technical sponsorship for the upcoming Packet Video'99 workshop. The proposal to include the wording "in cooperation with the IEEE Signal Processing Society MMSP Technical Committee" with Packet Video workshop was voted and unanimously accepted. TC chair will inform the IEEE conferences committee. 3. IEEE conference board representative presented several procedural changes for organizing future ICIP's. The TC is not in a position to approve or disapprove these; however, suggestions are solicited. The TC chair will inform the conference board about the suggestions if any. 4. IEEE conference board representative presented conference board's recommendation for a change in the paper review process for future ICASSP's. According to the recommendation, all submitted papers will be sent to all TC chairs so that papers submitted to wrong TC's can be reclassified. MMSP TC suggested that the conference chair should be designated to have the final word for resolving any conflicts between TC chairs related to paper reclassification. The reclassification process is to be performed by the TC chairs before the reviews. Some TC members raised concerns about the large number of papers to be handled by the TC chairs in a limited time. Web based tools will be used to alleviate this problem. 5. Antonio Ortega reported an IEEE policy decision concerning extra workshop proceedings. The extra proceedings may not be sold back to IEEE for raising funds for the workshops anymore. 6. The IEEE Transactions on MM will most likely be handled by four IEEE societies. The details will be provided after the final approval. 7. This year's number of submissions to MMSP (35) was quite low. Considering the popularity of the special sessions in this conference, more of them may be needed.
