2000 ICME Meeting, July 31, New York. Minutes of Multimedia Signal Processing Technical Committee meeting at ICME2000 NYC, July 31, 2000. Participants: Mauro Barni, Sankar Basu, Rama Chellappa, Tsuhan Chen, Irek Dfee, Jean-Luc Dugelay, Sadaoki Furui, Tom Gardos, Ling Guan, Aggelos Katsaggelos, S.Y. Kung, Ray Liu, Chalapti Neti, Antonio Ortega, J. Ostermann, Mukund Padmanabban, Peter Pirsch, Yun Q. Shi, J.Aa. Sorensen, A.\ Murat Tekalp, Benjamin Wah, Haitao Zheng. I Call to Order: K.J. Ray Liu called to order 7.30 PM. II Approval of minutes of the TC Meeting at ICASSP 2000, Istanbul. Minutes was approved. III Reports: A Officers report. Review of the agenda. B Representatives to IEEE Multimedia Conference. The steering committee formed in cooperation between the four societies: Computer Society, Signal Processing Society, Circuit and Systems Society, and Communications Society must be able to do decisions, thus it was suggested to found the committee on the Multimedia TC's of these societies. It was furthermore emphasized that the budget of ICME must be approved by all 4 societies. C Representatives to IEEE Trans. on Multimedia Steering Committee. Tsuhan Chen reported on a proposal for a special Issue of Transactions on Multimedia on the subject Multimedia over IP. Furthermore he reported an ongoing revision of the EDICS of Trans. on Multimedia. D Report of IEEE ICME, 2000 Sankar Basu. There were received 700 submissions and 45% was accepted. The program committee consisted of 12 area chairs, and there was approx. 150 reviewers. The exhibition part was diffucult because of the short time span avaliable for preparation of this part. E Report on MMSP Workshop, 2001, Jean-Luc Dugelay. The Call for Papers has been prepared, and as conference site is suggested Radisson SAS Hotel in Cannes. It will be emphasized to have technical demos at the workshop. F Report of MMSP Workshop Proposal: M. Barni. It is proposed to have the year 2003 workshop in Siena, Italy. The workshop will be organized by the Information Engineering Department of the Engineering Faculty of University of Siena, especially the Telecommunications Group. IV Unfinished Business: A Major awards nominations election:} There were 5 nominations for awards. B Revision of Bylaws Discussion: It was suggested that the TC Chair is for 2 years starting January 1, and the TC Vice Chair is elected 1 year before the current chair expires, and finally the Past Chair is for a period of 1 year after the Chair. With respect to membership, those members elected during ICASSP will start serving from the next year, with full privilige and duty. With respect to Liason members is was decided to change the term ``each TC'' to ``related TC's''. Finally it was decided to elect members through email during the fall. C Discussion of ICME vs. Workshop: A seelction of different viewpoints was discussed: It was suggested to have a workshop every other year; The Computer Society (CS) has a large interest in ICME, and MMSPTC has had a keyrole in the ICME2000; in CS the VP of Conferences must decide, and the ICME Steering Committee must control and do bylaws. It was emphasized that a long term planning is needed, because ICME is complex. It was also emphasized to be aware of the difference of a workshop and ICME. D Endorsement of a book proposal by L. Hanzo: The book was not endorsed. V New Business: VI Adjournment: Meeting closed at 10.00 pm. APPENDICES: Transactions on Multimedia. Congratulations to Tsuhan Chen who will be the next EIC for Trans. on Multimedia. His term of office will begin January 1, 2002. International Conference on Multimedia and Expo (ICME) 2002. ICME 2002 will be hosted by EPFL and organized by Prof. Kunt and Dr. Frossard and potentially co-organized by Prof. Arnold Smeulders from University of Amsterdam. /John Aa. Sorensen
