Pappas, Wan-Chi Siu, Y. H. Hu Guest: Rama Chellappa, Liang-Gee Chen, Xinhua Zhuang, S. Y. Kung Reports: TC chair Yu Hen Hu reported on the following issues: (a) TC member responsibility. According to the MMSP TC bylaw, TC members have the responsibility of attending TC meeting, reviewing papers for ICASSP and MMSP workshop in the MMSP area. In the future, the TC members will also be asked to get involve in other business related to our community that include award nomination, organizing workshops, proposing special issues and other relevant professional activities. (b) the TC’s practice in endorsing IEEE fellow grade promotion is reported. This year, the TC’s endorsement consists of recognizing the candidate’s contribution to the MMSP area in terms of professional activities. During discussion, issues that are raised include whether the TC should get involved in this business, and whether this TC should endorse candidates other than SPS society. The TC chair will appoint an ad hoc committee to look into this issue more carefully and make a recommendation to the whole TC meeting in our next meeting. The SPS VP Award board Professor Chellappa reported on recent changes of award board operations. (a) Every year the VP for Awards, will solicit nominations from the TC Chairs for two positions in the awards board. The BoG will select the two members. (b) The award board VP will appoint one of the EICs as the third member. The EICs will rotate on one-year term. The purpose is to involve EIC in nominating best paper award. Professor Chellappa reported that ICME 2003 has 700+ papers and a healthy surplus. The book will be closed soon. Professor Siu reported on the difficult decision to cancel ICASSP2003 in Hong Kong due to SARS. The committee applauded his effort in preparing that meeting. Professor Liang-Gee Chen reported the status of ICME 2004 which will be held in Taipei in June this year. Dr. Li Deng reported the statistics of ICASSP 2004. He pointed out this year, MMSP area only have 81 papers submitted with 40 accepted that will be presented in one lecture session and three poster sessions. There is another special session that is related to multimedia. Overall, the MMSP TC has least amount of submission and that seems to cause an alarm to this TC. Professor Xinhua Zhuang reported on the preparation of MMSP 2005. It will be held in early November in Shanghai, China in 2005. Tentatively, J. W. Marriot hotel is selected as the workshop site. More details will be negotiated and there will be a formal proposal presented to this TC in the next TC meeting in September 2004. Dr. Li Deng reported on the planning of MMSP 2006 tentatively at Seattle, or Vancouver area. He has secured two bids from venders and will investigate additional details. One of the site is Fairmont Empress Victoria, and the other is Harrison Hot Springs Resort SPA. The discussion is that the date should be selected so that it is not conflicted with ICIP 2006. Action items: (a) The TC chair will propose an organization regarding sub-committees and their responsibilities within the MMSP TC and appoint an ad hoc committee to discuss possible bylaw change. (b) The TC chair will maintain and publish a table to the TC members on attendance and paper review records during the terms of each TC member. This record will be attached to each TC meeting minute to send to all TC members and will be used as basis when the TC bylaw is applied (relevant paragraph of the bylaw is quoted below) Member Discipline: A member of the MMSP TC is subject to the rules and procedures of the TC for any action that is determined to constitute a material violation of the bylaws, or other conduct which is seriously prejudicial to the TC. Such discipline may take the form of expulsion, suspension, or censure for cause by the TC. Each current member of MMSP TC is expected to carry the following major duties To attend TC meetings during annual ICASSP meeting and MMSP workshop. To assist in reviewing papers submitted to ICASSP, ICIP and MMSP workshop If a member is unable to carry out any of these duties due to other commitment, he or she should contact the TC chair in writing (email) requesting to be excused for that duty. If a member fail to carry out most of the major duties for a period of one year, the case shall be brought to the attention of the next TC meeting by the TC chair. Appropriate disciplinary actions, including immediate termination of the TC membership may be taken subject to a majority vote of the TC meeting and approval of the President-elect of the IEEE Signal Processing Society.
