TC bylaw change (deferred to email vote since only 7 members are present) The purpose of this amendment is to abolish the rank of "liaison membership" of the MMSP TC. These membership were installed when this TC was first formed to ensure the technical focus of this TC is not significantly overlapping with other TCs within SPS. After several years of operation, it appears such concern is no longer an issue. Hence it is proposed to remove this class of membership from the composition of the TC members. If this amendment is adopted, there will be only regular membership of this TC. This change of Bylaw has been previously circulated among this TC and has received 11 votes in mail ballot supporting this change. However, according to the TC Bylaw, section 9.4.a, it states Suitable bylaws and amendments thereto may be adopted by a two-thirds vote of the member of the technical committee present at a regularly convened meeting of the committee. When deemed necessary, a bylaw or amendment may be adopted by a two thirds mail vote of the members of the committee provided a 30-day period is allowed for such responses. Hence, the 11 votes of mail ballot received is insufficient for this change to take effect. I therefore bring this issue to this TC meeting for discussion and a vote to approve or disapprove this change. It requires 2/3 of those current TC members who present in the TC meeting to pass. d. ICASSP paper review Remind all members to finish the assigned paper review in time 5. Conferences and Workshops MMSP 2005 status reports (Xinhua ZHUANG) With enough sponsorship and registration, a big surplus is expected. Will consider to either refund some registration or pay more to keynote speakers. ICME 2006 status (Ling GUAN) The organization is well planned so far. MMSP 2006 (Li DENG, Representative) presented by Zhengyou Zhang Hotel rate is about $90/night, will make sure the transportation issues from Vancouver airport to Victoria is well arranged. MMSP 2007 (Narayanan or representative), no one shows up! MMSP 2008 (Yun Shi), a written proposal is presented by Jian Zhang. discussion of moving this proposal to MMSP 2007. 6. Discussion items a. Policy on endorsing non-IEEE multimedia conferences should be under no competition (time and location should not attract away the potential attendees of our own IEEE meetings) and high quality criteria. Can only specify "Technical Cooperation with MMSP TC", no financial committment, neither endorsement should give IEEE members some registration discount b. Email vote procedures report on email voting acknowledgement to make sure the count is actually done. When sent the "Call for Vote" to members, please send individual , instead of a group email alias, otherwise, too many replying emails go to other members (loss of anonymous mail spirit!) 7.
